Darwin is looking at his phone

Darwin looks at his phone

New Ventrue Appointed to High Council

Clan Ventrue has appointed a new Ventrue to its open High Council Seat.  According to Arthur, Ventrue Clan Elder, although this new elder may not be known to many, he has worked for centuries with Justicar Kent and is keenly aware of all clan issues and needs.

His name is Lloyd Sharpe and although many of you may not know him, his appointment was a compromise between the council and their Antidelluvian Justicar.  “We were hoping to have Kent become more involved in clan issues, but his extensive duties within the Camarilla and in his own territory will leave him with little time to dedicate to the clan. “ said Arthur, “he really wanted to be a part of this but his schedule simply didn’t allow for it.  Lloyd was the logical choice since he has such a close relationship with Kent as well as a deep understanding of Clan issues.  We think his appointment will help to herald a new era for our clan.” Arthur said, “we need unity now – and we think that Lloyd is the one that can provide it.”

Lloyd Sharpe is currently located in Palm Beach, FL and we understand that he will continue to reside there to provide a stronger connection between Justicar Kent and the council.  Lloyd was not available for comment at this time.

Toreador put an end to Riots in Paris

The recent riots in Paris had taken a toll for the worse.  Humans are rioting recent changes to employment laws in France.  Although Kine behavior normally has very little effect on Kindred society, these riots have spilled out into every aspect of life in Paris, including the vandalism of several  Opera Houses, Historical churches and galleries in the city.  Clan Toreador has intervened  – both newly appointed Prince Guillaume and Elder Cyan were able to help the Kine government and union representatives to reach agreements that have put an end t the rioting.

“They simply are unable to communicate sometimes,” says Elder Cyan, “It is not their fault, they are bound by their human and mortal limitations and are unable to see the bigger picture.  I am just glad we were able to put an end to the vandalism without any further loss.”

As many of you may know Prince Guillaume was appointed to Regent of Paris last year, shortly after the Conclave meeting in which Prince Pierre was justifiably killed for his insolence towards our Ventrue Founder.

Camarilla Top Ten list to be updated to new Format

The Camarilla Top Ten list has been in use by Camarilla Justicars since 1495 unofficially and officially since 1650.  Originally created by the founders, over the centuries not only has the list changed as well as the requirements for adding enemies to the list have also changed considerably which have resulted in the list being expanded to top 25 in 1699 and again updated to top 100 in 1895.

The council of Justicars after this latest meeting believe that the list has gotten too big and bloated and this has dampened it efficiency.  The two camarilla amendments that increased the list size will be overturned in the new Camarilla Ammendment 876, which restores the list to its original size.

“The list needs to be small to be effective” says Thorus, Nosferatu Justicar, “All Justicars are in agreement that a smaller list with stricter requirements will improve or ability to track down these enemies and eliminate them” he said.  This improved list will be maintained by Clan Nosferatu under the very strict guidance of the Council.

The Malkavian Madness Network is also known as the Cobweb by many Malks.  No one outside of the clan understands what this is and how it works.  The key to the Malkavian Madness network is, that you have to be Malkavian to understand it. And I use that word literally, understand. The reason they can discern secret messages to each other is that they know how the Malkavian mind works. And the only way to know how the Malkavian mind works is: be a Malkavian. To know the object, you have to understand the object. To understand the object, you have to think like the object. To think like a Malkavian is to be a Malkavian. It’s a one-way trip.

This doesn’t mean that they’re in constant telepathic communication, though, or that they’re continually bombarded by one signal after another. For what it’s worth, Malkavians spend a very low percentage of their time tapped into the Network. Many hear only a faint fluttering two or three times a year. For the vast majority of his nights, the only company a Malkavian has within his skull is his own dementia.

The precise nature of the Network is actually in question; the Malkavians seem convinced that Malkav’s hand is in it somewhere, but that doesn’t mean it’s true. The legend of Malkav existing only in the psychic form in the minds of all his grandchilder is one popular theory; so is the thought that he created the network to be able to spy through the eyes of any and all his progeny, even in his sleep. Only the Fourth Generation of the clan is likely to know for sure, and they’re not available for comment.

The Cobweb isn’t something that comes with Dementation — vampires outside the clan can learn Dementation, but they never hear the Call. A few scholars have compared the Network to the blood bond, theorizing that it’s a blood-transmuted sympathetic link with much stronger (if different) effects; of course it doesn’t touch Malkavian ghouls, making such comparisons of limited use.  Whatever its true origins, the Madness Network is by its very nature, elusive and largely unknowable, even to Malkavians.

Malkavian Time

This Malkavian-specific Trait represents a Lunatic’s particular connection to her clan’s shared sub consciousness; needless to say, it’s quite supernatural by nature. It allows the Malkavian to “plug into” the floodwaters of the Madness Network and filter out messages, impulses, shared visions and knowledge of upcoming clan gatherings.

All Malkavians have at least one permanent dot of Malkavian Time and can “ping” on the network. You can be polite and extend your presence outward in a way introducing yourself or wait until others notice you.  

Sending messages on the Network

This can be kind of tricky as the network is a web of consciousness that hinges on the minds of the insane. However you can send messages in a variety of ways. Conveying emotions is easier say than coherent thoughts and sentences.  However each Malk might filter these messages differently depending on their own unique derangements and “enlightenment”. To send a message write it down and give it to the GM so that they might “filter” it for the other Malks.

This communication is strictly one-to-many burst communication – it is not an open communications channel for back-and-forth chatter. It cannot be “intercepted” by Disciplines such as Telepathy, although someone scanning a Malkavians surface thoughts at that EXACT moment may (requiring an additional Mental Challenge by the telepathist) pick up glimpses of the message sent/received – the result is determined by the Narrator. Particularly vivid messages may result in temporary derangements for a non-Malkavian receptor.  Anyone attempting to read a Malks thoughts during that time will suffer severe feedback from the network.  Feedback will vary based on the level of success of the Telepathy and the MT level of the Malkavian.  The side effects can range from temporary for a weak connection to severe permanent derangements for strong connections.

The Cobweb often defies clarification when it is observed too closely, and the development of its use is normally the result of the Malkavian gaining greater understanding about themselves and their connection to the greater whole of their respective realities

Trait Bonus for Dementation

Malkavian Time x3 – Can gain a 2 trait bonus for Dementation (against Malks only), as they focus on the ties their target has to the Network you connection to them through it. Alternatively you can gain a trait bonus equal to your permanent level of Malk Time against Dementation used on you, as you funnel the effects harmlessly into the Network instead of into your own mind.

Malkavian Time x4 – Can get a trait bonus equal to your permanent levels of Malk Time against uses of Telepathy or Dominate, by anyone, as you open the Network to your opponent and he is now trying to effect the ‘hive mind’ of the entire Clan. Additionally, if they fail in the challenge they must win two simples or gain a random Derangement for the night (or scene). This ability is good for one challenge only and can be activated reflexively.

Information Gathering – When you reach Malk time 4 you may spend or burn a dot to “find” information on the network. You enter into a simple test. In the event of a loss you become lost in the network and must spend a mental trait to regain your composure. Repeated losses can result in a permanent derangement.

Malkavian Time x5 – When you have reached this level of mastery over madness you can escape it for short periods of time or at least suppress it. By spending a Willpower point you can quiet the network within your mind and thus drop off for the remainder of the scene being unable to be detected and receive messages and emotions – a useful tool at times.

Final Death and the Network

In the event of final death a Malkavian with Malk Time 5 may make a test, upon winning they “upload” their consciousness into the network being absorbed by the madness. An ST will run your final scene after Death.  When a Malkavian dies all Malks in range, tied into the network will sense the ripples of this action.  The effects of the upload will be different depending on the kindred’s power, level and connection to the cobweb.

C – <Turns around quickly to look at Darwin> Look – <points at Tristan> He is my boyfriend – NOT YOURS.  You don’t have to sleep with him, you don’t have to shop for curtains with him but you do have to respect him.  I don’t care how badass you are – when you come to my house, or my work or anywhere else that I am, I am your FAMILY not your SUBJECT and you WILL respect me and my friends. <her eyes are completely white at this point – Darwin raises an eyebrow at her but says nothing>

T – YEAH!

C – <swings around quickly to look at Tristan> And YOU – I am tired of your whinny emo attacks where you think everyone should bow at your feet because you are all powerful and stuff.  I don’t care how much magick you have – you are my boyfriend and not my boss.  You have no say as to who I have for friends and most certainly have no say as to who my family is. I am fully aware of your dislike of vampires and I DO NOT CARE! <points at Darwin> You may not like him – but he is my family – like my brother and you WILL respect him whenever he is around.  This is not the chantry – this is my store – no one cares how powerful you are here.

Clarissa looks at Lucy and starts to calm down – she looks at Darwin and at Lucy and then back at Darwin.

D – Thank you all for coming.  First I want to tell you all that I am deeply sorry for your recent losses.  I am sure that some of you lost friends in this Claudius’ rampage through the city.  It is my deepest regret that we were not able to prevent the death of Prince Diego.  Although Ii greatly disliked him, I did respect him as regent of this territory and I know some of you are deeply saddened by his loss.

Now – the Camarilla is in the process of selecting a new Prince for this territory.  I have been asked by the council to watch over this territory until the selection is made.  I would like to note that I have no desire to take on the responsibilities for a new territory – so I ask for your help and making sure that you use your clan Elders and Primogen to handle any immediate problems.  If your clan has lost its elder in the recent attacks, I urge you to select a new one as soon as possible.  Please escalate any issues through your elders.  My Archon Alanwa will be the contact for your Elders, so all issues will be escalated through her.  She will bring any issues in need of my attention to me.  I have many other things to contend with right now and have no desire to interfere in the day to day activities of this territory – so I ask that you only bring to Alanwa issues that are in need of Justicar attention and not day to day problems.  Any questions?

M – Yes sir, of course, my apologies.  Well sir, I have read the Camarilla regent laws several times and in great detail and they clearly state that in order for a territory to be a part of the Camarilla, it needs to have a Camarilla approved and Sanctioned Prince, Lord or Regent.

D – Yes – and?

M – Well sir, according to my research, I would argue that once our Regent was killed, we had no Camarilla approved Regent and of course until your temporary and gracious appointment, we became an open territory – or a non-camarilla sanctioned Territory.

D – <Thinks about it for a moment> Yes I believe this is technically correct. And?

M – Well Sir, a non-Camarilla territory is allowed to select its own Regent.  And according to the Territory Annex Contracts of 1435, a non-Camarilla territory was able to keep its existing regent who would continue to rule with Camarilla support and approval upon agreement of Annexation.  Since these contracts were written by you originally, I am sure I do not need to quote them back, but my argument is that we should be able to keep our selected leader once we re-annex to the Camarilla.  Of course, your Excellency, I make this argument humbly with no disrespect meant towards you or the Camarilla.  I simply ask that by means of this, you bring our Regent suggestion to the council and ask them to Honor it on our behalf.

<Complete silence falls in the room and everyone looks at Darwin>

D – The contracts only apply to non-annexed territories.  Your territory has already been annexed but I understand the spirit of your argument.  Who is it that you have selected as Regent?

M – My Sire, Anastasia Sir is the one we have selected. All clans have agreed to this. <He bows pointing to a pretty red-headed woman>

D – Very well – for now I will continue to watch this territory per Camarilla mandate.  I will bring your request to the Camarilla – however the decision is not mine – ultimately the council will decide.
